There are two meanings: 1. Unless a man looks out for himself, Heaven and Earth will destroy him. 2. Everyone of himself and the devil take the hindmost.
Most commonly, it's used to explain some kind of selfish actions... for example, if you did something that hurt others in order to secure your job or save your own life, etc.
As for the subject of the entry, it means evildoers are praised and rewarded whereas hard labourers perish without even a corpse for a proper burial.
