Man shot by armed police on Tube. (but if they have him pressed onto the floor, why do they need to kill him, couldn't they just arrest him??)

The only thing I can think of? They felt he was going to trigger a bomb and shot him to stop him.

If not? Then normally they should be in trouble for shooting/killing someone under restrains (ts?)...

Today on the tube I find myself choosing to sit near the people who aren't carrying any big bags... and staring at everyone in turn and seeing what they're doing -_- I must be getting a bit jumpy.
