In the manga (cause I haven't seen the anime much), he was always the one making suggestions at Ichigo. Like when Ichigo was starting his training, and told him that he told his father that he was staying over a friend's house, Urahara was all "It sounds like you're doing the naughty."

...I can't believe I've got that incident memorized.

He isn't so much of a perv as compared to other series' pervs, but in Bleach ...yeah. Not much competition. And plus, Ichigo's easily embarrassed.
