Sometimes I think it's to do with the amount of protection children get these days. Teachers can't shout, spank their hands, or do anything to discipline children without worrying about the legal consequences. But, to make an extreme example, how would a child know it's bad to run across a road without checking for oncoming cars? They can't learn it by experience, and their common sense doesn't stretch that far yet, so you can't reason with them, you'll have to shout at them so that they don't do it again, and when they grow a bit older, they'll know why you did what you did. Similarly, bullies don't know what "emotional trauma" or "scarred for life" mean, because they're too young to understand. But then teachers stand helpless because any form of discipline could cost their jobs...
