I could give suggestions, but they all sound bitchy (IE, 'kick them out even if they post they're still alive if they're not doing jack') or blargish ('ask people in the chat for punishment help if it's difficult to think up something, or take a quick glance over at MP for ideas') so all I can say is... I don't know. Punishments seem to be a staple of RPs these days, and I'm of the opinion that they're fun. I can also understand your point, though, and I'd definately think that it's annoying for you as a mod to have to try and think stuff up. I guess it's one of those no win situations.
As for the 30_themes things... I did have ideas and logs planned with someone, but that someone is sort of hiatusing. ^^;; Which makes things difficult.

Just, know that I and I know others appreciate the effort you make, okay? TF is wonderful. <3 And it's fun to RP in (...although I think I need to find more people to RP with ._.). So, um, thank you very much. ^^;;
