The 114cm max stretch refers to circumference, but the rest of the measurements are as measured when laid flat. The waist band can stretch quite a lot, should fit up to a size L comfortably.

I think they do... there are shops that sell the official jerseys (but very expensive). Those shops also say they can get other unofficial cosplay stuff... usually they'd show pictures on the shop window.
